Incidents of armed intruders on campuses of hospitals, schools, businesses and government offices are becoming common place. This year was only a few days in and a man opened fire, killing a government worker in a courthouse in Arizona. Just a few weeks earlier as 2009 was coming to a close, a man threatened to “shoot up” a hospital in Milwaukee if a relative’s surgery did not go well.The Veterans Health Administration has had an armed intruder on their hospital campus in every one of their health care regions in the US. An Active Shooter threat is quickly becoming an urgent preparedness issue for any public institution. Traditional Incident Command System principals trained and drilled by members of the IMT are turned inside out. Command Posts are temporary, virtual or non-existent. Understanding Chain of Command protocols and Unified Command is vital. Establishing communication protocols and standard operating procedures are critical. Collaboration, relational behavior, policy and procedure setting and rehearsals with Law Enforcement are mandatory to a determined response. |
